Build a quote request around the job
Start with the action the team will take. A rep researching named accounts needs a different sample from an operations team maintaining an entire CRM.
Write a short scope before the sales call:

Sample the data before calculating value
Use a sample of accounts and roles that resembles the market your team actually works. Have the sales or operations owner review it rather than evaluating only whether the export contains rows.
Record the share of contacts that meet the required role, company and contact-channel criteria. Keep rejected, missing and unresolved results separate. If the intended use is phone prospecting, email availability alone is not a sufficient quality measure.
Avoid extrapolating a small, hand-picked sample to every geography. Split results by the segments that affect your decision and keep the counts visible. A provider can be a good fit for one region and an uncertain fit for another.

Calculate the effective cost without inventing a price
A quote-based model does not need an estimated annual price to be useful. Keep the contract amount as an input:
Effective cost per accepted record = (contract cost allocated to the period + implementation + operating labor + other required costs) / accepted records in that period.
For illustration only, suppose a hypothetical program costs $12,000 over a year and yields 2,000 accepted records. The effective cost is $6 per accepted record. If only 1,000 meet the criteria, it is $12. These numbers are not a Cognism quote or a claim about its performance.
Use the same definition for accepted records across vendors. Do not compare one supplier’s maximum export capacity with another supplier’s observed output. Include any work needed to repair, deduplicate or route the data.

Separate prospecting from visitor identification
A prospecting database helps find contacts that fit a target profile. Website identification starts with eligible activity on your own properties. These can be complementary sources, but they answer different questions.
If your team already has enough target-account contacts but lacks visibility into website engagement, another broad database purchase may not solve that gap. If your website produces little relevant traffic, identification alone will not replace a prospecting source.
